In January of this year OSCB published the findings of its safeguarding practice review concerning Jacob, a 16 year old boy who tragically died. The review analysed how Jacob had been criminally exploited and exposed to serious levels of youth violence, between July 2017 and April 2019.
The purpose of the review was to identify ways to improve safeguarding practice across all agencies. The review concluded that whilst professionals tried their best to understand Jacob’s circumstances, the risks he faced and to think of ways to help him, the local system was not able to respond quickly enough, and highlighted the need for effective community safety partnerships to ensure a coordinated response to criminal exploitation.
The following themes were highlighted:
- Criminal exploitation
- Missing education
- Partnership working
The Recommendations made relate to schools, mental health services, district councils, Oxfordshire County Council’s education and children’s social care services, and the police.
In this 1.5 hour live webinar, the report author will reflect on Jacob's story, consider the findings and key themes, messages and learning points for practitioners, managers and the safeguarding system as a whole, and set out the next steps in relation to the recommendations.
